The COVID-19 coronavirus prompted many organizations to quickly implement remote work programs. While these programs were meant to address a temporary crisis, it is highly likely they will boost future remote work numbers.
With more employees working from home, client sites, and the road, an amorphous “digital fence” grants insiders greater responsibility but also less direct oversight. Within this new paradigm, conventional insider risk early warning resources are degraded. Specifically, valuable insights gained from regular face-to-face observation and engagement by managers, colleagues, and clients become limited.
A new strategy is therefore required to address early warnings in this new environment, one that counteracts the natural tendency for remote workers to be “out of sight, out of mind.” Instead, this requires a different form of management, placing greater weight on understanding employees and the critical events affecting them. To underpin this new strategy, new tactics are needed to identify, assess, and react to anomalous activity, new vulnerabilities, and threats.

Val LeTellier has decades of risk management experience in the public and private sector. He ran security operations as a US State Department Diplomatic Security Special Agent and then intelligence and counterintelligence operations as a CIA operations officer and station chief. Twenty years spent recruiting foreign sources and penetrating intelligence targets provided a deep understanding of how insiders are created, managed, protected, and discovered. Subsequently, he cofounded a cybersecurity firm that combined CIA human source and NSA technical expertise. He continues to support the intelligence community. He holds an MBA, MS, CISSP, CEH, ITVA, AND PMP, leads the ASIS Defense & Intelligence Insider Threat Working Group and is a member of the INSA Insider Threat Subcommittee.
Malique Carr, PhD
TorchStone Global
Malique Carr, PhD, is the Psychologist and Vice President for TorchStone Global, a global risk mitigation and security firm led by Eljay Bowron, former Director of the U.S. Secret Service. Dr. Carr helps high-profile clients mitigate physical, cyber, and reputational risks. She leads TorchStone’s Threat Assessment Team, which assesses behaviors of concern, including those associated with insider threat, terrorism, and other acts of violence against self or other. She also provides assessments of clients’ online and offline vulnerabilities, and delivers ongoing, proactive intelligence to identify emerging threats. Dr. Carr earned her doctorate degree in Clinical Psychology at Palo Alto University and is licensed in California and Washington (PSY25110; PY60896476). She obtained her BA from Wellesley College with double majors in Psychology and Media Arts & Science with a concentration in Computer Science. She completed a postdoctoral fellowship at the Portland VA Medical Center MIRECC, the Human Investigations Program through Oregon Health & Science University’s School of Medicine, and an APA-accredited internship at Kaiser Permanente, Los Angeles Medical Center. Dr. Carr has also been a member of the Association of Threat Assessment Professionals since 2012.
